Job Description

Position: Quantity Surveyor

Location: Greater Manchester

Salary: £40,000 - £52,000 + Company Car / Allowance + Fuel Card

TSR are looking for a Quantity Surveyor for a New Build Housing Developer in the Greater Manchester area.

The role of Quantity Surveyor is to comprehensive commercial management and oversight of a number of designated developments, implementing robust control and reporting of all development/build-related expenditure in line with site budgets and programmes and cash control requirements to meet the Region’s business plan and future growth requirements.

Key responsibilities:
  • Take a ‘whole company’ perspective to the performance of Building Homes. Changing Lives by positively influencing business objectives and enhancing the profitability and operating effectiveness of the busi-ness, whilst being Passionate, Collaborative and Respectful.
  • Actively manage build and infrastructure costs, cash flows, cost movements and variations and budgeted financial information at site and plot level as per Group policies and processes.
  • Ensure Group policies and processes are followed and reported fully on all development/build-related expenditure adding value to the wider business and delivering the commercial objectives of the region.
  • Manage the working partnership with Housing Associations, third party providers and sub-contractors to ensure that all contractual terms are met and ensure that all orders are place, managed and settled as per Group policies and processes.
  • Work closely with the Assistant QS; assisting with their development; ensuring the correct quant and level of works are being delegated and ensuring they are working in accordance with Group policies and pro-cedures.
  • Procure all subcontract trades involving other internal departments, in accordance with the Group’s poli-cies and procedures ensuring the best value is obtained and all subcontractor prequalification criteria has been supplied.
  • Manage the payment process for subcontractors and support other members of the payments team to ensure payments are made in accordance with the agreed payment terms.
  • Evaluate and if appropriate, approve payments for dayworks and applications for subcontractors.
  • Provide detailed cost/budget analysis on a development by development and cost item basis relative to the build programme to Contracts Managers and Site Management as required and provide advice and guidance on how build management can take advantage of cost reduction opportunities and mitigate and/or recover cost overruns.
  • In accordance with prescribed timetable review and agree monthly site valuations (including costs) to complete assessments using the approved system.
  • Be visible and collaborate effectively with site management teams and provide and maintain close over-sight and guidance of site expenditure and procurement activity.
  • Authorise and commit expenditure on the COINS system up to the Group approval limit.
  • Engage fully in the process of determining and agreeing site start programmes and timescales
  • Assist in the production of comprehensive Commercial reports/estimates for inclusion in Land appraisals.
  • Actively manage communications with operational interfaces and internal and external stakeholders to achieve the Regional business plan.
  • Produce key status reports and updates on all KPIs relating to the commercial function.
  • In collaboration with Construction management team, host regular meetings with subcontractors to re-view performance.
  • Ensure that the Company maximises its compliance with Group product, specification and deals.
  • At all times comply with responsibilities under the Company’s Health and Safety and Environmental and Corporate Responsibility Policies and all other company policies, procedures and instructions
  • Any other duties as reasonably requested.
